They literally had the PERFECT alternative to cooldowns in poe1 with Vaal skills. You still get the regular version of the skill available at all times so there's no annoyance at being locked out of your main ability, and charging up with souls/slain enemies means the usage rate is gated by how fast you're clearing enemies rather than time. If you're going slow and not fighting that many enemies, you get fewer uses, but as you ramp up and zoom more your rate of usage increases accordingly so you can use it more often to match the more enemies you're fighting.
cooldowns are dogshit in poe2 becase a fifteen second cooldown in the campaign might be one white mob pack and some magic monsters but by lvl 90 you've cleared multiple rares by the time it's back off cooldown making it completely unreliable for anything outside bossing one shot setups.

Get rid of the fucking 15 second cooldown on Flameblast, give it fewer stages to compensate, then make VAAL FLAMEBLAST that instantly explodes at max stages and requires killing a bunch of monsters to charge up. Jonathan has clearly been influenced by mobaslop since he keeps calling these cooldown skills """"ultimates"""" but shit like Vaal Absolution summoning fucking Innocence to fight for you is a fun "ultimate" in poe1 that doesn't have a 30 second cooldown cucking you.
