The HBR exists exclusively to deal with Tzaangors and Gaunts. You can push it into being "serviceable" against Warriors, but that's just a result of them being easier to get headshots on. Just use the Stalker, Carbine, or Plasma if you want to be able to actually deal damage against Rubrics
