This is what's known as an Ugoira. For whatever reason, Pixiv thinks it's a good idea to convert animated GIFs to Motion JPEGs, resulting in the most dreadful combination of dithering and JPEG noise.
As for uploading, you can convert it back to a GIF, but the noise persists:
