replying to myself if anyone is curious to follow along:

folks went and picked up the vacuum line, guy just did something i would have done where he spliced a rubber line onto the end of the metal one, either way i got it put back on and connected to the carburetor.

car fired right up and test drove great, so that was the missing puzzle piece, at least it bought us time to figure out other issues with the car so i think it is pretty much ready to go outside of minor tweaking but nothing important.
