Back at it again. Rolled a random civ and map got a really good colonization civ. I never play island maps and I don't know how to combat the maintenance fee, It will kill me if I start expanding on islands. I turned off vassal states so I can't make them into colonies. Please tell me I'm not the only civ4 fag on this general
