It's because they kill off the cast after each game. If they had reoccurring antagonists, like the Guardians or Pandora/Prometheus, they could have both. This is apparently something most of the INTI staff wanted to do, and they've stated that they don't like killing everyone off in some of the post GV2 interviews.

Think Deux and the Titans were done way worse. It was around that point that I started to have misgivings, but thought they could still course correct, especially if they had a second season lined up. I was dead wrong.
