Blue Delver is probably one of the better budget decks you can play, but it trades clock and the ridiculous card filtering that DRC offers or token generation that Steelcutter has for control or prison elements; more counterspells, bounce effetcs back to basics etc. Delver is good as a Legacy-style deck, but can be difficult for new players because of the need to assess threats, knowing what you can and can't let resolve. I would add that mono U has more honour than UR or UB.
Japan has some fairly dedicated players of the deck.

Other considerations would be, UW(x) stoneblade, mono B reanimator, UW(x) control or mono B aggro. The latter two don't provide much of a Legacy experience, however. If money is a concern for you you'd be better off just getting chinaman proxies.
