His story's climax is literally nutting up and taking care of business when Sonic's "dead." He's also taking charge during the rest of the story and not crying for Sonic to tell him what to do. How on earth is that "rolling back his progress"? In fact, Tails' character growth stays mostly intact well into the 2000s, surprisingly. Sure he's still a kid and has his weak moments, but he mostly has his own agency outside of Sonic until around '06. Now, AMY is the one who's character got rolled back immediately after SA1, since her entire arc in that game was her being more independent, and less hyper-fixated on Sonic, which is the polar opposite of what happens in SA2. I'm not even an Amyfag and I'm disgusted at how quickly they threw that out the window, like god damn. Say what you will about Ian Flynn and how he writes Amy, (it's trash, I agree) but 2000s Amy was NOT much better, objectively speaking. Her entire personality revolved around Sonic's dick, with her friends being secondary to it. No amount of mental gymnastics or contextless, cherrypicked pieces of dialogue can deny this. Yeah, she was more entertaining this way, but that doesn't make her a "good" character on a narrative level. Look, both Ian's Amy and 2000s Amy can be shit. It's okay to admit this.
The rest you are correct about though. SA2 is largely a downgrade over SA1 when you strip away LE KINOOOOOOOOOO moments in between gameplay.
