because they only included formerly employed high paid workers which are a minority and the US subsides their industries,

The reality is the majority of Mexicans don't even have actual jobs they sell clothes and fruit on street corners,

that's also why they government cartels so much their a major source of employment so they don't gotta take care of them anytime soon
