In terms of fluff as always it depends entirely on the writer. I would say that stormcast are actually pretty big jobbers since they can be killed without affecting the status quo too much. I mean hell the prototypical stormcast is currently in their equivalent of an insane asylum since khul dunked on him and his other named stormie friend.
