NTA but I doubt that's the case.
E.g. If developers feared the Rule 34 then Overwatch 2 would've never been made.

What I believe is the main reason for this is that non-indie games became a lot more expensive to make, and after the furry mascot craze faded out in the 00s it became too RISKY for developers to make mid and big budget games featuring a cast full of anthropomorphic characters. Unless of course we're talking about already established franchises like Sonic, Crash or Donkey Kong or self-funded passion projects like Fuga Melodies of Steel by CC2.

That said, furry characters are still getting in newer games, and AFAIK the character type has become a lot more popular in Asia in the 15 years or so.
E.g. Vanillaware's Unicorn Overlord has characters like Dinah, and gacha games sometimes have furry girls like pic related (Pulchra Fellini from Zenless Zone Zero).

IMO the event that will set the ground for a furry renaissance is when eventually the bulk of japanese players (and thus also jp developers) MOVE TO PC en masse.
The reason should be obvious: on PC there isn't as much pressure put on developers to make expensive AAA titles. Plus the puritans at Sony, MS and now sadly Nintendo couldn't strongarm them into self-censoring themselves like they do on consoles.
