Definitely not. It was the flag of the military dictatorship. People in Taiwan just ended up with it by happenstance after the military dictatorship came to an end.

Nobody has come up with a really good Taiwanese flag yet despite years of trying.

I always liked this flag but unfortunately there are some pro-Qing baggage to it.

Most attempts to create a new flag have been terrible.
