For equivalent cost you could just buy Cultist, use its active, buy Close Quarters immediately and you've completely fucking shit on everything you just said in every category while also snowballing your way to actually buying Cold Front if you need it
The active is a souls check and the point of the item is that it lets you counterjungle far fucking faster than a Cold Front every 20 seconds is going to do, and given that literally the entire game is decided by who counterjungles better, it's pretty important. You don't have to time the active as long as you aren't dying on repeat
