Old rumours (who had real no reason to lie) said that Sumo held a gun to TCR's head and told them they were doing it. The current situation is more complex. Freshly independent TCR badly need financial security, and Paradox paying them to work on Bloodlines 2 more is financial security whether it's DLC or free updates.
It would be highly uncharacteristic for Paradox to abandon Bloodlines 2. (Outside of DLC obligations.) But to be fair, singleplayer story-driven games are really outside of Paradox's wheelhouse. They are used to live service games that can undergo major post-release design pivots in response to feedback. It's a lot harder and more contentious to rework the design of a game like Bloodlines 2.
That said, if you look at the recent TCR newsletter:

TCR clearly want to keep working on the game. One of the game's design leads said that he wants to improve how stealth works, and has been advocating for the player to be able to stealth through quests ever since he joined the company. So you are probably going to see some significant quest design reworks, some significant retooling of parts of the game that people are unhappy with.
However, these efforts are limited by the game's financial prospects to some degree.
I do wanna point out that the original Bloodlines was a huge financial bomb. So much worse than 2. Yet you have people who actually argue that Activision were wrong for cutting Troika off.
