Germany had invaded Poland on Sep 1 and The UK (along with France) told Germany that unless they withdraw their troops, both the UK and France would enter into a state of war with Germany. Germany didnt even respond to their request and by the deadline, Sep 3, both declared war on Germany.

Chamberlain had previously brokered the Munich Agreement years earlier to avoid war. When Hitler was about to invade Czechoslovakia to retake the Rhineland, Chamberlains the one who organized a council of the UK, France, Germany, and Italy to find a peaceful resolution in order to prevent another major European War. They decided to let Hitler take the Rhineland and Hitler agreed to no more land claims, so Chamberlain paraded this as a victory for peace.
