It seems as thought here is a threshold for how much force ghosts are capable of intervening with in material realm. If one wishes to commune with Jedi masters from the past, that is usually done through the holocrons and those aren't actual communications with force ghosts either, just ancient instruction videos for obscure knowledge. On top of that, Palpatine being so in tune with the force would be able to sense or detect a Force ghost or apparition, let alone one that intends on spying on him. Palpatine was exceptionally skilled at a technique known as "buried presence" or "force cloak," which allowed him to hide his connection to the Force and conceal his powers.

Palpatine's control of the Trade Federation began with Nute Gunray. He eliminated all other potential rivals and manipulated him to the top position all while offering Nute gifts and support to secure his position and loyalty. He bribed and blackmailed him, exploiting Gunray's ambition and greed while subtly manipulating events to help him secure the position of Viceroy. He made promises of wealth and power and control of the Trade Federation in exchange for loyalty and cooperation. Sidious' trustworthiness went as far as what it is that he was capable of delivering on and up until then, he did so while operating from the shadows and a distance. Sheev knew Gunray was a coward from the start.
