This looks like cheater damage. I spectated 10 minutes of the game and it's not that their crosshair jumped irratically but it was glued to people once he started firing. He might shoot a body and then once he aligned with the head it stayed on the head. Also their Steam profile is full of "-rep cheater" comments.
