What you describe sounds an awful lot like a technocratic society, which has it's roots in a form of socialist civic model founded by Freemasons like Edward Bellamy in the late 19th century, which they called Nationalism (not to be mistaken with the current nationalism,) continued in concept in the 1920s and onward.
