You have to understand, if we mobilize the military and 300 000 people check the zero in their sights, that's already a million rounds fired. But we are also pretty much the only western country that still uses that caliber, so we have to take that into account as well. There are specialist troops that will be equipped with 5.56 guns, urban jaegers for example, but most will be equipped with the old guns in the old caliber.
TL;DR: "We have so much fucking 7.62 in storage we couldn't shoot it all if we wanted to, and we will gradually & slowly transition to 5.56 over a decade."
