Clarence isn't an asshole. You're right that he sometimes makes things worse for those around him, but that's because he's an enthusiastic kid who doesn't think too hard before he does things.
I found him a charming protagonist because his main characteristic is just being friendly. The main appeal of the show really was seeing the wide ensemble of other kids he would interact with.
This is also why I never minded the art style - there's a lot more variety than a lot of shows like this, because while Clarence is the classic "beanmouth" shape the other kids have a lot of varieties in the shapes used in their designs.
