It's silly, though. "We didn't take you on adventures with us because it was too dangerous, so now that the world's getting more dangerous, let's take you away from the six heroes who constantly save the day!"

To me, it makes more sense that Scootaloo was an unwanted foal and they just straight-up ditched her because they didn't want her slowing them down. Maybe her wings are crippled because of a failed abortion attempt and that's why she was born at all. Then they show up again when she's older because they figure she could carry their stuff for them, so they might as well get some use out of her.
