Why are third world leaders so fucking stupid?

The meta strategy to go from shithole to developed economy has been public for like 40 years (Japan, South Korea, China, etc.)

1. Recruit some high IQ white engineers to modernise your agricultural and industrial base through knowledge/IP transfer
2. Create a large network of regional banks, credit unions, and postal savings banks to funnel national savings into state-owned infrastructure, agriculture and industrial banks
3. Build out massive public infrastructure through cheap long-term loans from your state banks to regional governments
4. Create a business friendly environment by modernising private law, cracking down hard on crime, making regional governments compete to attract industrial investment with benefits and priority processing, handing out cheap industrial loans, devaluing your currency to make your exports competitive, and subsidising strategic export markets
5. Attract foreign companies with cheap labor, then use their knowledge/IP to build up a skilled workforce and academic institutions
6. Use your skilled workforce and state-subsidised R&D to build up domestic companies to become the dominant players in select high-tech industries on the global export market

Instead, all those third world shithole retards in Africa, South America, etc. take out massive IMF, World Bank and Chinese loans, blow their bribes on dumb vanity projects, then default and sell all their natural resources for cheap to multinational corpos.

Then all the thirdies start clamoring to get into the west because their home country is fucked, and the traitorous rich faggots let them in for cheap labor. If their countries weren't so fucking stupid, we wouldn't have an immigration crisis, because all the economic migrants and "asylum seekers" would stay where they fucking belong.
