Look at the price for this rifle and understand why it existed before the GCA and NFA. I'm not saying "haha wow it's like less than $5" like some retards who don't understand inflation, I'm saying even with inflation this probably isn't even a hundred dollar rifle (IIRC Rem Mod 12s and IJs went for around $8-12 MAYBE 5-10 years later than this AD which comes out to about $100-125 last I checked). There was no such thing as paperwork, you just got your shit. You know those cheap-ass chinese toys you get as surprise prizes in cereal and as a "reward" for selling junk? Yeah this is the gun equivalent of that. They're cheap guns for kids. Like, CHEAP CHEAP guns for kids. The barrel isn't even sleeved, I think the steel is just for looks LOL. The brass is actually pretty thick, albeit thinner than a normal 22LR barrel probably. Remember also that "gunmetal" is actually a form of bronze, believe it or not, so it's not too far-fetched to try and use brass on super low power RF rifles. Also remember around this time people were still shooting "gallery guns" indoors. Shit, there were kits to put a hardwood cabinet in your livingroom to store a target, rifle, and some ammo to shoot down your hallway into your livingroom to entertain guests and have fun. No doubt in my mind carnivals used these in shooting galleries as well.

Also that guy was legitimately trying to do anything he could to get a business to stay alive lol. He was into guns, windmills, and early (modern) air rifles. Ironically those air rifles were a gift given with the purchase of some windmills IIRC (?) but that's where his real money was in the end. Haven't re-read the Hamilton history for a while I'll be honest.
