Yeah. AA development is perceived as not worth it by those big companies. You could do like Tengo Project or the people making that new Ninja Gaiden or Shinobi games are, (hell I'd take a 3D game with DKCR tier Pixar-y graphics) and put genuine effort into making a good-looking 2D game, make a bunch of extra modes for the thing.... But I bet dollars to donut, a game exec would just see this as a money sink if it wasn't gonna do gangbusters.
