You're confusing 'heritability' with 'genetically determined.' Heritability just measures variation within a specific population in a specific environment. It doesn't mean 80% of an individual's intelligence is set by genes, nor does it explain average differences between groups raised under vastly different historical and systemic conditions.
If you take a seed with high genetic potential for growth and plant it in depleted soil, while planting a average seed in rich soil, the second plant will be taller. That doesn't tell you anything about the genetic limits of the first seed it tells you the environment matters. The 'rich soil' of a society includes generations of access to quality education, freedom from toxic stress, and non-predatory financial systems, all factors systematically denied to Black Americans.
