The greatest espionage TTP this century will be making phones that you can't removed the battery from. It can be done, but not easily or cheaply. Requires a targeted payload by registering the phone on a private or fake network, with a helping of zero day exploits. Local LE doesn't have the money or training to do it. FED/Glowie/MIL op only and specific use case. Lots of legalese to do it in the states.
