I've noticed this too, IDW does tend to write its comic cast as being notably ineffectual compared to the game cast and while sometimes they weave this into the character's motivations (like with Starline and Surge), it never really pays off and often seem to be used to critique the franchise rather than actually engage with it in interesting ways ( Surge still has a chance though).

That said, I don't think there's a problem with writing a cast low level normies; it could be fun to write how such a cast of low levels can function while trying to navigate a world built for crazy people like Sonic and Eggman. It's unfortunate that IDW isn't really approaching its cast in this way and mostly just has the OCs just beat their heads the wall of IP.
