It was just posturing so Trump wouldn't walk away from the alliance. Even if Europe wanted to militarize and ramp up weapon production it would take years, maybe even decades

Trump wants to wash his hands from the war and the Europeans are too broke to buy said weapons despite promises. The war has been lost but all this posturing is because nobody wants to look like the party that lost the war
