No. Inner Focus works for any skill and magic attacks. Although, it only works for the first hit if it multihits.

Except it's not? I mean, if you're referring that fact it's missing the magic debuff, then sure I guess. But Talus still debuffing (physical) defense, so it's kind of fine for assisting fighters and/or bandits. Perhaps it should be nice to have as fighter/bandit because it does high damage already.
