Robot mode. The transformation scheme is a little different from the previous uses of the mold, mostly due to the retooled backplate that holds the wings and head as well as because he has a whole new torso section. Contrary to the initial thought that the Rathalos head just 'hangs of the back' like Terrorsaur's, it actually just sticks straight up and pegs onto the back of the torso while the entire segment its attached to slides down, bringing the Rathalos wings to Prime's hips. The wings then fold around to the side to form the long side skirts of the Rathalos Tasset he's supposed to be wearing; the two silver pegs on the crotchplate are actually supposed to tab into the gaps in the wings to hold them in place, but doing so severely limits his leg articulation thanks to those weird folding panels on his shins (which exist only to hide the blue coloration there in Beast Mode and hang off the sides awkwardly in Robot Mode), but fortunately you can untab the wings and reposition them as needed.
His overall design takes heavy design cues from the Generation 2 version of the standard Rathalos Armor set, but also blends some of Optimus Prime's elements into the design - specifically the blue shins and the Rathalos Helm being painted and molded to look more like Prime. For weapons and accessories, he includes both components of the Axelion Blade, as well as a 'Matrix' that's really just a Rathalos Ruby that he can hold (with one hand - his wrists don't rotate, so you can't really get him to grip it with both hands). The ruby stores on a peg on the hinge that connects his back piece to the rest of him, rather than directly inside the chest.
