The rules have essentially never been updated from when /soc/ was created 15ish years ago, so they bear little resemblance to how the board or the internet currently operates.
The "post contacts!" threads were not the norm. Usually posting one of those types of threads for which /soc/ was originally created will get banned for being off-topic, since they're actually fun and interesting and that takes away from each jannies' pet variation contactfagging thread.
The anonymous group videochat sites for which /soc/ was created mostly do not exist anymore or at.least are not nearly as popular/monetized as phine-based social media platforms. Threads about camming and meetups on the camming and meetups board will usually get removed.
