I, for example, have set "photo verification level needed". However, I can still browse all profiles.

If you have no image at all and no description on the profile, your profile will be shown in a separate incomplete profiles section at the bottom even if QA matches 100 %.

One thing for sure, you will be able to see some more profiles having a verified photo in the profile, and on decision to remove verified photo, verification status of age, gender, ethnicity will be preserved and you will still have access to more higher quality profiles than being unverified.

Having a photo aside aforementioned perks is deemed to bring lots of unwanted attention, do not take it personal, just report the abusers, if it sounds like it would overwhelm / freak out - having age, gender, ethnicity verified is a very fair choice.
