This was the obvious problem last tournament. He still produced in the box in desperation moments but England were incredibly stolid during regular play because of that combination of him and Rice who is allergic to a forward pass.

Not the government but the governmental body for all things media that enacts the laws the government makes. Government made the Child Safety Online act thing law (much like the US did regarding porn sites in some states and Australia did etc etc) and if a site is missed or doesn't do it, you can complain and they then get contacted and if they don't do it, they get fined. Since I seriously doubt 4chan will want to do what Ofcom will require (which is put on an age check requiring ID sent in) they'll just block UK IPs so they don't get fined.
