Liverpool could spend £400m more and nothing would happen. City spent £150m in Jan and have spent £100m now with prob another £150m to go. United have spent £120m despite no CL and finishing 15th. According to the powers that be, United's actual legal business is flush with cash since that's what the club is listed at, not the other stuff people use. So United can drop another £130m easily. Even if they 'couldn't' the FA would allow it or just fine them £1m.
