There's a lot of photos of his bike showing the extreme saddle nose down in races with steep sections like this, and there's also a lot of photos of other riders NOT having that aggressive of a tilt.
From a biomechanical perspective, it'd make sense that he can just roll his hips and put down all that power while staying seated, which is more likely to be efficient than standing and stomping.

This street that intersects a major bike route is chock full of people filming supercars and people listening to loud prerecorded generic music.
