You had a decades head start with your state leagues which helped form competitive clubs in every state and making the national league become very competitive. We didn't have that, and investors wouldn't be interest in making soccer a thing here if we tried doing anything like that. The best option for us was implementing a salary cap for competitiveness, because if we didn't then New York and Los Angeles would just buy every top talent creating an unbalanced league and it'll be unappealing to americans and hinder the sports growth.
