1 : Bordeaux used to be the big club of the atlantic coast in here but mismanagement got them demoted all the way down
2 : the south-west is rugby territory and a lot of towns in here are not large enough to sustain two clubs in two sports (exceptions being Bordeaux and Toulouse although the TFC is nowhere near as successfull and Stade Toulousain in rugby. TFC is a yo-yo club between Ligue 1 and 2, the Stade is one of the best rugby teams in Europe)
3 : a lot of that area is empty, the least populated districts are all in here.
4 : you actually have quite a few Ligue 2 clubs in that area (Annecy, Rodez, Pau, Clermont although they've just been relegated from Ligue 2 and the city is similar to Toulouse when it comes to rugby)
5 : Lyon and Saint-Etienne are both missing. Saint-Etienne got relegated because mismanagement of the club got them in a really bad spot for a while, and Lyon is in a whole financial mess of its own. Both are among the biggest historical clubs in the country.
