It depends on what the stadium offers. And on what the club can handle and pay for, of course. There are many ways a premium Stadium can bring back your money relatively quickly, but the plan needs to add up.
If you want an elite and large stadium, it wonโ€™t go below 350 million. 1 billion definitely is a significant threshold for a stadium project thatโ€™s not delayed and/or riddled with corruption

One billion for โ€žonlyโ€œ 52,000 seats is definitely a suspiciously high amount of money. Especially since it likely wonโ€™t be a super-modern consooooom temple full of expensive gimmicks like the Tottenham Stadium or the newer NFL stadiums. For a stadium like this new Serbian one, 200 to 250 million should be doable, maybe 300. But 1000 is unheard of unless they come up with something special, youโ€˜d normally expect a significantly larger stadium with excellent facilities for that price
I donโ€™t really get the concept of national stadiums anyway tbqh. A stadium always has maintenance costs and can only bring money if it is used regularly. They will need to host many concerts etc there to make up for the lack of regular game usage, even if the national team plays there and the cup final is held there. Older stadiums with established landmark status have an advantage here, they get tourists because of their history. Also, having your national team only play in a single stadium seems kind of against the idea of a national team representing an entire country, I donโ€™t think it is that attractive for many people across the country

If you make an expensive stadium you're paying workers more and bringing in more skilled workers who command large salaries. This is overall a good for the economy of the region, pays workers, creates long term jobs maintaining and gives major musicians and various regional conferences and conventions a reason to anchor themselves in Belgrade for a weekend in a region with a lot of competing cities and countries looking to host such conventions.
So overall it's good for the short and long term economy to build a big expensive stadium, especially in Belgrade where there's more... passion over regional city competitions.
