Negligence is the failure to behave with the level of care that a reasonable person would have exercised under the same circumstances.
When people are injured or killed due to negligence, lawsuits can recover financial compensation from negligent parties.
If someone were to be killed in a stadium by lightning when the National Weather Service provided advance warning of lightning and the stadium failed to instruct everyone to take shelter, a lawyer could very easily convince a jury that the decision not to instruct everyone to take shelter was negligent.
If this were to occur, the stadium would lose a multi-million-dollar wrongful death lawsuit. Possibly several of them, as a lightning strike could kill multiple people in a crowd.
What they did was standard lawsuit-avoiding procedure. Simple as.

And if some lawyer did try to sue a city, claiming a reasonable city would put up lightning rods all over the city to protect all of its citizens, defense lawyers would almost certainly successfully argue that this would place an undue hardship upon the city.
Failure to do a specific thing to protect people from harm is not considered negligence when doing so would be unreasonable from a cost or effort perspective.
Why yes, I do work for a personal injury lawyer.

Stadiums will do the exact same thing for American football games.
This is not a case of subjective judgment, as in, "oh those clouds don't look that bad, let the games go on."
There's no subjective judgment involved here. They get told there's lightning warnings from source X (probably National Weather Service) and they tell everyone to take shelter or they get fucking fired. Period. It's protocol, and the reason for that protocol is personal injury lawyers.

He's partially right in that every retard standing on a bleacher or standing on a field is a danger to whoever owns the stadium and whoever is organizing the event. The US is a litigious country meaning that a single dead favela monkey could be worth, or cost, up to $10 million dollars in the following civil lawsuits. They aren't afraid of the .0025% chance of someone getting struck by lightning on a clear day because there was a ground strike recorded 50 miles away, they aren't willing to risk a .0025% chance of losing millions of dollars.
