we have too many leagues and so too many qualifying games

we need to create an Atlantic League: 3 tiers of 20 clubs with 5 clubs in each league from the Netherlands, 3 from Belgium, Portugal and Sweden and 2 from Scotland, Denmark and Norway. the top tier would look like this:

Ajax, PSV, Feyenoord, AZ, Twente
Club Brugge, Anderlecht, Standard Liège
Benfica, Porto, Sporting CP
Malmö FF, IFK Göteborg, AIK
FC Copenhagen, Brøndby
Rosenborg, Molde
Celtic, Rangers

I asked AI and apparently this league would have an average attendance of 31300 - the 2nd tier would be 16k and the 3rd would be 7k - that's more than Serie A and La Liga. this league would absolutely dominate; why aren't we doing this?
