Little Timmy can do American Football, Baseball, Basketball, Hockey, Tennis. And that's just the cusp of it. F1 has been Americanised, you've got other forms of motor-racing like NASCAR too. America has it's own Golf division that Euros have flocked too. Than you've got the niche shit like Skateboarding and the various Olympic approved contests that can get you major college grants. Hell I haven't even listed the combat and bodybuilding sports sectors.
Now compare that to someone in South America. The infrastructure is decades behind, the monetary factor to do most of the sports listed above isn't viable. And it has the culture pre-implimented to care. With Football, you just need a ball. Your jacket, rucksack. Hell whatever you can find. Assign it as makeshift posts and you are good to go. Now imagine Ricardo asking for a new 3 Wood for his Birthday. It ain't happening.
India is another good example. Billion plus of them and the best prospect they ever had was a mutt called Michael Chopra. And despite wanting to play and represent India, the Indian Football Federation said "NO BLOODY BASTARD BITCH, YOU NEED TO BE IN INDIA TO PLAY". Because even if you took all the mixed mutts or 2nd/3rd gen migrants who COULD represent some of these nations, the affiliated groups involved are sometimes firmly against it. Oh and they've got Cricket.
The biggest hurdle that China (and some other nations) is facing is that the systems involved to develop and showcase players from a young age is just outright corrupt. Parents playing pretend coach and bribes being all too common. And even if you was to fix all of that, you'd have to next come to terms with Hong Kong likely having most of the prospects worth a damn
