That's why I don't think anything below "Portugal & Netherlands top" is really reliable, quality is pretty balanced there all in all and players will forge various paths
The rest seems surprisingly fine to me, but AC Milan is too high for their current standards, I don't think they realistically stand above Dortmund in terms of overall pull. Napoli never was above Dortmund in general, and I think putting Serie A in a tier above the one with both Bundesliga and Ligue 1 is wrong, Bundesliga and Serie A are considerably closer to another than Bundesliga and Ligue 1.
EPL Midtable beind so high is debatable as well. Aston Villa and so on do have plenty of money, but it depends on what type of player they attract. They get scammed and pay very high sums all too often, and various young players go from typical "factories" like Ajax, the Portuguese big three, or Dortmund to one of the clubs in the first two tiers right away. More established players will often follow the call to not super-elite EPL teams, but usually only if these teams compete internationally. It's not that clear-cut as this pyramid pretends in my opinion
The first two tiers are the most real, but Bayern, PSG, and maybe even Arsenal should be a step above Tottenham and Atletico. You could easily put them in the first tier, and United and maybe even Chelsea there are questionable
