Regarding Malaga: it depends on how much work they'd have to put in and how many games you host. I can imagine this entire endeavor simply not being worth it in their specific case. Normally, pulling out of World Cup hosting is a dumb idea, the publicity and infrastructure gains as well as visitor numbers are worth quite a bit

World Cups should have 32 participants, not more and not fewer. It's a good balance between the necessary exclusivity for quality's sake and the equally necessary good representation of all continents. It also means countries can host it more easily without this multi-host bullshit
There should only be one host in general, exceptions being two (not three or more) neighboring countries that share a lot of culture, aren't too large, and are incapable of hosting the World Cup on their own
In other words: 2030 should have been either Spain alone or - to make an exception from one of the rules for the sake of the 100-year anniversary - Argentina and Uruguay. Argentina could host a World Cup alone, but Uruguay hosted in 1930 and won (against Argentina), that can be honored on this special occasion. I would have given it to Argentina and Uruguay because of the jubilee
But noooo, FIFA actively had to ruin everything with their megalomania. And they ruined the anniversary on purpose to pave the way for the Saudis in 2034

I am not entirely sure, but I think FIFA demands

I can't imagine Spain fulfilling all of these requirements since Germany has only 16 stadiums of that size - and that's with the rather old and unfitting Olympic Stadium of München. Keep in mind: Germany hosted a World Cup in 2006, the Euros in 2024, and the Bundesliga and the 2nd Bundesliga are known for their very impressive stadium viewership
I think Spain has ten fitting stadiums as of now, and two of them have running tracks as well. They could build or expand so that they can host alone, but it would be a large investment and likely not sustainable for the involved clubs. 48 is too much

You can get in deeper debt not giving a fugg because you know from the start that you are never going to pay it off. Plus, you get all the obscure funding for infrastructures and so on. If you are not too greedy you can get away with fat money in Caiman Islands, and on the other side your name clean from legal responsibility.
