Fifa / FC 2025's rating is to attract the fan base.
Therefore, many players got the high ratings, because they are just.. popular.
Example: Messi and Ronaldo are still having a very high rating, even though they don't have a stamina for high pressing play.

Depends how well you minimize player costs, get pieces that fit together, and hire coach & staff. As others have noted, you'd be at a modest disadvantage in terms of scouting
