Dortmund fans are worse in my opinion - the newer fans at least. There are plenty of people who ended up supporting Dortmund because BVB happened to be champions back then or "the next-biggest thing". These people often actually pretend that Dortmund is somewhat level with Bayern. They are almost as arrogant as Bayern bandwagoners, but they have much less to show for it. And they 100% pretend they're the saviors of the Bundesliga despite the club not geting done shit
It's definitely possible for the average Dortmund fan to be worse than the average Bayern fan
But since they're currently in the Bundesliga: St. Pauli is the easy answer. That club is rabidly political and quite retarded, the fans genuinely think Pauli is one of the most relevant clubs of the country. They have more media support than their actual weight warrants since they're leftists. They are the quintessential "we're the different club" guys and combine the plucky underdog image with claims to relevance. They tout themselves as the "anti-commerce club", but the club is essentially a fashion brand for lefties and makes a lot of money with that. Basically everyone is a fascist for them. They LARP as the actual club of Hamburg, as working class and the voice of the people, but most of them fit into neither category. And these people and their ideology took over the club in the early 80s, but they pretend it has always been this way. They're the ultimate annoying moral high ground club
