I'm starting to believe the rumors about it being an orchestrated promotion with the actual goal of removing the Mongol menace in mind, since the JSA deep down knew that Hosh was not Yokozuna material.
By completely ruining his career and forcing him to intai, not only the Mongol menace is heavily reduced, but it also brings great shame upon them.
Seriously, think about it. Hosh was a solid Ozeki and an actual good gatekeeper, but even he himself knew that he was not cut out to be Yokozuna. He could have had a pretty good career as Ozeki gatekeeping eager sanyaku fighters like Kirishima, Waka, etc. and even new-comers like Kusano, but no, the JSA decided to just end his career by placing him in a role they knew he could never fill.
All to bring shame to the Mongol.

I actually wouldn't mind if they strictly raised the requirements for a promotion, but I wish they could allow the 'zuna rank to be demoted under cartain conditions or certain amount of losses. Make it harder to get there, but easier to be demoted than an Ozeki. Maybe make 2x 9-6 or 8-7 kadoban state for zuna or limit the amount of times the zuna can kyujo each year. Really can't think of any proper solution, cus the cultural and religious aspects of the sumo don't allow major changes like this.

That's the thing, it didn't have to be his high water mark. Imagine if it were put off a couple years, he might've been the thorn in onosato's side, hell he might've prevented onosato altogether. Now, and especially if he's absent the rest of the basho he's going to have so much pressure to perform next time that it will only make his problems worse. Imagine if he loses a single match on opening day next basho, it's only going to get worse unless he pulls a miracle turn around.

Yokozuna is supposed to be a sacred rank. Once you make it to yokozuna you are never NOT a yokozuna. You have to retire once you can't perform, but you're taken care of for life.

That being the case, the standards for promotion must be absolutely solid and boolean.
In Hoshoryu's case, the JSA was so piss scared of having a banzuke without a yokozuna on it, they threw the rank at anyone who was close enough. (even though Sumo effectively didn't have a yokozuna for years while Terunofuji milked them dry in salary and only showing up to work for about 50% of the matches expected of him per year).

It was shameful for them to be so panicked at the notion of having no yokozuna one the banzuke that they promoted hoshoryu to yok, even though everyone knew he wasn't ready.
Now they are simply reaping what they had sewn.

Watching the match again it looked like Hosh was expecting the henka as he went diagonally and for a parry rather than a charge. Then Abi's laser aggression just got him on the back foot and thats all she wrote.

If anything, the requirements to make yokozuna should be MORE strict when there's no yokozuna. Having no yokozuna means no one is that good, so you should have to have an even better showing than normal to get promoted. The current standard should be for when there's an active yokozuna already on the banzuke, since if you can meet the current standard while there's already a yokozuna competing, you're probably good enough.

You can actually see how he uses his fully extended arms to give himself room to react vs Hoshoryu. Hoshoryu tries to push him down, but he can't because Aonishiki's arm is fully extended with his grip so he can simply react to what Hoshoryu is doing. When he tries to go for the pushdown, Aonishiki stands up with him and uses that to get a deeper grip, then chases him around before going for the leg.
