If anything, the requirements to make yokozuna should be MORE strict when there's no yokozuna. Having no yokozuna means no one is that good, so you should have to have an even better showing than normal to get promoted. The current standard should be for when there's an active yokozuna already on the banzuke, since if you can meet the current standard while there's already a yokozuna competing, you're probably good enough.
