This extends WAY beyond sports. Everyone ought to go to college, even the illiterate and those who never managed to learn basic arithmetic.
Anything else would be unfair, you know. Equal results for everyone, no matter the capability and effort.

No such thing here, and that's precisely why we stopped performing well. Our infrastructure is crumbling, sports infrastructure included. Training routines are partially still 90s-based because "it worked back then". Lots of athletes across various sports get next to no financial support while other countries are much more professional. And we're in a massive culture war against the typical "German virtues" revolving around discipline, diligence, and valuing performance - that extends to sports. Now add that Europeans generally put academic careers above risky but potentially rewarding sports careers and our general demographics (low fertility rate, old and aging population with few young people, tons of foreigners unwilling to integrate) and boom, here we go
Many countries have similar problems, we could probably bounce back within 10-20 years and enjoy up to 30 years of success with some real investment. But we simply don't invest

Many promising talents in all kinds of sports (except men's football) either have to rely on scholarships to cover living costs or join the army, police, border patrol or fire departments and work a rather normal job in order to get some money and be granted leave from work to attend any events. So basically they are working a normal 40 hours a week job, have to all their training in their spare time and have to rely on their employers to allow them to attend events. This is the status quo in almost every field of sports even the national womens football team has this kind of thing going on.
Most of the womens football team are/were police women, soldiers or university students with scholarships until they got a contract big enough to cover living expenses.
Even most of germany's olympic gold medalists are just "parttime athletes" with normal day jobs.
One of the most current examples gotta be Sjoke Nüsken of the women's football team. She is a civil engineering student with a shitton of scholarships. It is a demanding lifestyle, which not many people are able to pull off.

Handball is the biggest example: we've got the most players (by far), the richest clubs with the best infrastructure, the best overall league ... and the best we can hope for is a semifinal.
