Serie A and Premier League is the factual answer.
but increasingly just Serie A i would argue. italian football has reached a level where half of the table could win the league, something unheard of everywhere else.

It changes yearly but its usually a mix of La Liga, Serie A, EPL and Bundesliga.
Best to just look at each years Championsleague semi-finalists and Europa League finalists to pass this judgement.

I think it's a shame that Bundesliga is such a one-team-farmer league, because Germany as a country surely has the most potential for a fantastic football league.
