I would say Thierry Henry with his infamous 0 goals in 10 major finals, but he was hardly an 'elite' player.

Also while Henry may not have scored in finals, he at least made an impact in some of them. He was MOTM in the Euro 2000 final for example. Salah literally does nothing.
