Football used to be a gentlemen's sport well over a hundred years ago. There was little money to play for, and it was assumed that a foul would only occur if something was serious, i.e. a player falling. Players would try to play on if they could
Eventually, there was something at stake. Fame and money. To guarantee that the play doesn't get interrupted all the time for the sake of small nuisances, refs still tend to only call fouls if the fouled player "sells" it. How can they be sure it's a foul otherwise? This has lead to players diving and simulating and crying needlessly
Amateur football, especially in the lower tiers, is much more rough because of these developments. Refs will let a lot of stuff slide. Some players will still try to dive, but it's unlikely to work - and for every time it works, you get 10 cases of massive murderball, situations that would be clear reds in the pro world but are yellows or less in the amateur realm. Players will almost always play on if they can, even if they are injured
You can see it in the women's game as well: there used to be zero dives, but the general ref philosophy and the fact the game is getting more prestigious have begun to change that
